In 2002, at the age of 20, Serhii Pavlov founded the law firm “SePavlov&Professionals”™ after two years of volunteer work at the Legal Clinic of the Union of Lawyers of Ukraine in the Vinnytsia region, with a focus on human rights protection.

The idea to establish a Legal Clinic in the region was proposed by the Chairman of the Vinnytsia Regional Council, Doctor of Economics and Professor Hryhorii Kaletnyk. The clinic was coordinated by Serhii Pavlov, who, together with fellow law students, provided free legal assistance to local residents.


The synergy between legal scholarship and legal practice.

In 2002, another significant event took place: Serhii Pavlov, a four-year student at the Faculty of Law of IARM, won first place in the All-Ukrainian Student Olympiad in the field of ‚Law.‘ This achievement played a key role in shaping the decision to foster a future synergy between legal practice and legal science.

From 2004 to 2006, Serhii Pavlov merged his legal practice with the law agency “New Law,”™ which specialized in commercial and investment law and served major regional and international companies. In 2006, after obtaining the official status of Attorney of Ukraine, Serhii Pavlov continued his legal practice under his own brand, “Vinnytsia Law Company”™.

Since 2009, the law firm opened an office in Odessa, and in 2016, the law firm „SePavlov&Professionals“™ was established, continuing the traditions of the „Odessa Legal School,“ which has been known since 1837 as the Richelieu Lyceum of Odessa.

In 2013, Professor Francis Fukuyama, Director of the Ford Dorsey Master’s in International Policy at Stanford University, was affiliated with the Institute of International Relations and the Institute of Journalism at Taras Shevchenko National University of Kyiv.

Legal Scholarship and Practice


From 2009 to 2022, attorney and associate professor Serhii Pavlov taught Philosophy of Law, History of Political Doctrines, General Theory of Law and State, Economic Law, Arbitration Process, International Trade Law, Medical Law, and Methodology of Legal Science at the International Humanitarian University, the National University „Odesa Law Academy„, the Department of Pathological Anatomy, Forensic Medicine, and Law at Vinnytsia National Medical University, the Vinnytsia and Kharkiv Institutes of IAPM, and the Vinnytsia Institute of Kyiv National University of Trade and Economics. He also served as an expert member of the Medical Law and Bioethics Committee of the Ukrainian National Bar Association.

Judicial Reform in Ukraine

On June 1, 2018, the International Conference „Judicial Reform in Ukraine: Achievements and Next Steps“ was held. The conference was attended by the President of the European Commission for Democracy through Law (the Venice Commission), Gianni Buquicchio; the Head of the Justice and Legal Cooperation Department of the Council of Europe, Hanne Juncher; the Head of the EU Project “PRAVO-Justice”, Dovidas Vitkauskas; the President of the Supreme Court, Valentyna Danishevska; the Head of the High Qualification Commission of Judges of Ukraine, Serhiy Kozyakov; the Rector of the National School of Judges of Ukraine, Mykola Onishchuk; the Judge of the Constitutional Court of Ukraine, Serhii Holovaty; the Deputy Head of the Presidential Administration of Ukraine and coordinator of the Judicial Reform Council, Oleksiy Filatov; and others. During the conference, Serhii Pavlov asked:
„One of the components of the conference topic is the next steps in judicial reforms in Ukraine. In this regard, how do the conference speakers forecast the results of judicial reforms in the future – for example, in 2025 or 2030? What should Ukrainian society expect?“

This question was answered by:

  • Judge of the Constitutional Court of Ukraine Serhii Holovaty,
  • President of the Venice Commission Gianni Buquicchio,
  • Head of the Cassation Administrative Court within the Supreme Court Mykhailo Smokovych.

The selection process for a judge of the European Court of Human Rights

Human Rights and the Role of Journalism

In 2003, Serhii Pavlov was elected to the editorial board of the Herald of the Vinnytsia Institute of IAPM. Since 2019, he has been a member of the National Union of Journalists of Ukraine and the International Federation of Journalists (Brussels, Belgium).

A continuation of the studies on the Western legal tradition by Professor Harold Berman of Harvard Law School.

In 2022, Associate Professor Serhii Pavlov was invited by Professor Kai Purnhagen to the University of Bayreuth to conduct research within the framework of the Volkswagen Foundation (Germany) project entitled „Forging a New Tradition of European Law.“ (https://www.physik.uni-bayreuth.de/de/news/2022/20220407-ukrainische-forscher-an-der-ubt/index.php)

As a result of this research, Serhii Pavlov authored a monograph titled „Law and Counterrevolution: The Confrontation of the Western Legal Tradition.“  (A direct link to the research, with free access, can be found here: https://epub.uni-bayreuth.de/id/eprint/7717/ ).

  • The findings have been published twice: first, in 2023, as a printed edition in Ukraine, and later, in 2024 the University of Bayreuth published the electronic version of the book.
  • Continuing the research of Harvard Law School Professor Harold Berman in Law and Revolution: The Formation of the Western Legal Tradition (https://www.hup.harvard.edu/books/9780674517769), this monograph attempts to theoretically define the concepts of “Legal Tradition,” “Equilibrium of Law,” and “Octahedron of the Western Legal Tradition.”
  • The originality of this work, in our view, lies in its interdisciplinary approach: an integrative legal methodology has made it possible to combine the historical school of law, natural law, and positive law. The empirical foundation of the study is the case law of the European Court of Human Rights regarding the legal value of the right to life, which is particularly relevant in the context of contemporary global and regional crises. The theory of dynamical systems has provided profound insights into the nature of law, leading to the conclusion of a confrontation between “the normativity of law” and “the reflection of law.” In our opinion, the cause of this contemporary confrontation lies in the different equilibrium points of positive law within the Western legal tradition, which, in the context of legitimacy and legality, determine the varying legal value of the human right to life.

Today, „SePavlov&Professionals“™ brings together lawyers – students of the renowned Ukrainian scholar, distinguished lawyer of Ukraine, Doctor of Law, and Professor Yuri Oborotov. The firm has established itself in Odessa as an expert in corporate and financial law and handles complex international cases.
