The Managing Partner acts on behalf of the Attorneys’ Association in accordance with the Association’s Charter, and applicable European legal and professional standards governing legal practice and cross-border legal services within the European Union.

Serhii S. Pavlov is a Ukrainian and German legal scholar, attorney-at-law, and human rights advocate, holding a PhD in Law in the fields of Theory and History of State and Law and the History of Political and Legal Doctrines. He is a member of the Bamberg Bar Association (Germany), the International Federation of Journalists (IFJ) (Brussels, Belgium), and the Union of Lawyers of Ukraine.

His academic and professional work focuses on the evolution of legal traditions, philosophy of law, international law, and human rights, particularly the right to life and the right to peace. He is the author of the monograph Law and Counterrevolution: The Confrontation of the Western Legal Tradition (2023), prepared in cooperation with the University of Bayreuth with the support of the VolkswagenStiftung within the project Formation of a New Tradition of European Law. His scholarly approach develops the intellectual tradition of Professor Harold J. Berman of Harvard Law School and his seminal work Law and Revolution: The Formation of the Western Legal Tradition (1983).

Serhii Pavlov began his human rights activities in 2002 as a volunteer advocate and took his first steps in legal scholarship under the guidance of Yuriy Oborotov – Professor, Doctor of Legal Sciences, Honoured Lawyer of Ukraine, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Vice-Rector for Research of the National University “Odesa Law Academy,” and Head of the Department of General Theoretical Jurisprudence at the same institution.

He graduated with distinction from the Interregional Academy of Personnel Management (Kyiv, Ukraine) in 2004, earning a degree in Law (LL.M.), and later completed a second degree in International Economic Relations at the Institute of International Relations of Taras Shevchenko National University of Kyiv.

He was admitted to the Bar of Ukraine in 2006. Following the public defence of his dissertation entitled “Legal Traditions of Ukraine” at the National University “Odesa Law Academy,” devoted to the evolution and continuity of Ukrainian law within the framework of general theoretical jurisprudence, he was awarded a PhD in Law in 2010.

A notable stage of his legal practice came in 2018, when, following the cassation appeal filed by attorney Serhii Pavlov in case No. 127/10583/17, the Supreme Court of Ukraine set aside a judicial act that had violated the principle of legal reciprocity between Ukraine and Canada, thereby restoring the application of this principle in private international law. The decision subsequently prompted an intergovernmental dialogue on the development of legal cooperation in civil matters.

In 2019, he participated in the national selection procedure for candidates for the position of Judge of the European Court of Human Rights in respect of Ukraine.

Author of the concept of the legal value of the human right to life, within which he proposed the new legal category of the “Equilibrium of law” and examined its significance for the protection of fundamental human rights and the development of contemporary legal theory.

He is the author of more than thirty academic publications and has nineteen years of legal practice and thirteen years of academic teaching experience at leading universities in Ukraine and Germany.
