Professional Status and European Affiliation

Pursuant to the Statutes of the Council of Bars and Law Societies of Europe (CCBE), an international non-profit organisation – the Council of Bars and Law Societies of Europe – was established in 1960. The CCBE operates under Belgian law and has its registered seat in Brussels.

The Council conducts its activities with the aim of representing and protecting the common interests of the legal profession at the European level, as well as promoting the rule of law, the independence of the legal profession, compliance with professional ethics, and the right to a fair trial.

The CCBE brings together national bar associations and law societies of the Member States of the European Union, the European Economic Area, and other European countries, thereby representing the interests of more than one million lawyers in their relations with the institutions of the European Union and international organisations.

Among the members of the Council of Bars and Law Societies of Europe is the Bamberg Bar Association (Germany), which is a member of the CCBE and participates in the Council’s activities through the relevant national and professional representative mechanisms.

Attorney Serhii Pavlov has been a member of the Bamberg Bar Association since 2024. He obtained the status of advocate in 2006 on the basis of a decision of the Qualification and Disciplinary Commission of the Bar of the Vinnytsia Region, which forms part of the National Bar Association of Ukraine.

The National Bar Association of Ukraine participates in the activities of the Council of Bars and Law Societies of Europe in accordance with the procedure established by the CCBE Statutes. By a decision of the CCBE Plenary Assembly dated 2 December 2016, the National Bar Association of Ukraine was granted observer status, which was upgraded to associate membership in November 2022. This reflects the official recognition of the Ukrainian Bar as a component of the European legal community and ensures the participation of the National Bar Association of Ukraine in the work of the CCBE bodies within the scope of the powers defined.

Accordingly, the legal status of Attorney Serhii Pavlov is confirmed by his affiliation with both the national and European systems of bar self-governance. The acquisition of advocate status in Ukraine on the basis of a decision of the Qualification and Disciplinary Commission of the Bar of the Vinnytsia Region, as part of the National Bar Association of Ukraine, combined with his membership in the Bamberg Bar Association (Germany) since 2024, demonstrates that Attorney Pavlov’s professional activities comply with the requirements and standards of the legal profession established in different jurisdictions.

The participation of the National Bar Association of Ukraine in the activities of the Council of Bars and Law Societies of Europe, as well as the membership of the Bamberg Bar Association in the CCBE, ensure the institutional integration of Attorney Pavlov’s legal practice into the European legal space and confirm that it is carried out in accordance with the principles of the rule of law, independence of the legal profession, and professional ethics recognised at the European level.

In addition, since 2019 Attorney Serhii Pavlov has been a member of the National Union of Journalists of Ukraine, which is a member of the International Federation of Journalists (IFJ), the world’s largest professional organisation of journalists, headquartered in Brussels. His affiliation with the professional journalistic community substantiates his specialisation in matters related to the protection of freedom of expression, information rights, professional media activities, and reputation rights, and contributes to a deeper understanding of the standards of the European Convention on Human Rights and the case law of the European Court of Human Rights in the field of freedom of expression.
